Requirements to the bidders:
Any legal entity or individual entrepreneur may be the participant of the competition. A winner will be selected from the Bidders offering the best contract performance conditions and complying with the following requirements:
a) Compliance of the Participant to the requirements established in accordance with the legislation of the Russian Federation to persons carrying out the fulfillment of obligations which are the subject of the Agreement, number of licenses (taking into account the provisions of Part 4 of Article 22 of the Federal Law No. 99-FZ of 04.05.2011 "On licensing of certain activities"):
1) "activities for technical protection of confidential information" issued by the Federal Service for Technical and Export Control (FSTEC of Russia) in accordance with the resolution The Government of the Russian Federation of 03.02.2012 No. 79 "On licensing of activities for technical protection of confidential information" for installation, installation, adjustment, testing, repair of information protection (software and technical) means of protection of information, protected software (software and technical) means of processing of information, software (software) $technical) means of controlling the effectiveness of information protection);
2) "for the development, production, distribution of encryption (cryptographic) means, information systems and telecommunication systems, protected with the use of encryption (cryptographic) means, performance of works, provision of services in the field of encryption of information, maintenance of encryption (cryptographic) means, information systems and telecommunications systems protected using encryption (cryptographic) means (except if maintenance of encryption (cryptographic) tools, information systems and telecommunication systems, protected using encryption (cryptographic) means, is carried out to ensure the own needs of a legal entity or individual entrepreneur) " issued by the Federal Security Service of the Russian Federation (FSB of Russia) in accordance with the Decree of the Government of the Russian Federation of 16.04.2012 № 313 "On approval of the Regulations on licensing activities for the development, production, distribution of encryption (cryptographic) tools, information systems and telecommunication systems protected using encryption (cryptographic) means, performance of works, provision of services in the field of encryption of information, maintenance of encryption (cryptographic) means, information systems and telecommunication systems protected using encryption (cryptographic) means (except if maintenance of encryption (cryptographic) means, $ information systems and telecommunication systems protected with the use of encryption (cryptographic) means are carried out to provide for the own needs of a legal entity or individual entrepreneur)" on the following types of work performed and services rendered:
- installation, installation (installation), configuration of encryption (cryptographic) means, except for encryption (cryptographic) means of protection of fiscal data, developed for use as part of checkout equipment certified by the Federal Security Service of the Russian Federation (12);
— transfer of encryption (cryptographic) means, except for encryption (cryptographic) means of protection of fiscal data, developed for use as part of cash and cash technology, certified by the Federal Security Service of the Russian Federation (21);
b) Bidder's not being winded-up and not being adjudged a bankrupt and no court-ordered bankruptcy proceedings started;
c) non-suspension of the Bidder's business activities in accordance with the procedure specified in Administrative Offences Code of the Russian Federation, as of the bid submission date;
d) presentation of the information provided for in paragraph 5.1.4 of the Competition documentation;
e) absence of arrears of taxes and other mandatory payments payable to any authority of the Russian budget system (except for the payments for which deferral, payment by installments or investments tax credit granted according to the Russian tax legislation and which are restructured under the Russian legislation, or for which there is an effective court decision recognizing the applicant's payment obligations fulfilled or the sums in question non-recoverable according to the Russian tax legislation) over the past calendar year, of which the amount exceeds twenty five per cent of the book value of the bidder's assets as stated in the accounting statements over the last reporting period. A Bidder shall be deemed complying with this requirement also in case a bidder has duly appealed against the said arrears and decision on such appeal has not been made yet as of bids examination date;
(e) The absence in the register of unscrupulous suppliers (contractors, performers) information about the Participant, including information about the founders, members of the collegiate executive body, person acting as the sole executive body of the Competition Participant — a legal entity;
g) absence of the participant of the contest — an individual or the head, members of the collegiate executive body or the chief accountant of the legal entity — the participant of the contest of criminal records for crimes in the sphere of the economy (except for persons whose criminal record has been extinguished or removed), as well as the non-application of punishment against these individuals in the form of deprivation of the right to occupy certain positions or to engage in certain activities related to the supply of goods, the performance of work, the provision of services subject to the procurement and the administrative Punishment of disqualification;
h) Availability of the Contender for the last 2 (two) years of experience in the implementation of contracts for delivery of server equipment manufactured by Lenovo and/or IBM storage equipment and/or to create and/or upgrade compute complexes, including VMware vSphere based virtualization technologies that cost at least 30% (Thirty percent) of the initial (maximum) price of the Agreement concluded by the results of the competition.

Contract conclusion date:
The contract on the results of the competition between the Customer and the Winner of the competition is concluded not earlier than 10 (Ten) days and not later than 20 (Twenty) days from the date of placement in a single information system of final protocol drawn up by the results of the competition.
The contract shall be concluded in writing by executing a sinlge document signed by the parties.
