Requirements to the bidders:
The tender participant can be any legal entity or individual entrepreneur. A winner will be selected from the Bidders offering the best contract performance conditions and complying with the following requirements:
a) the compliance of the Bidder with the requirements established in accordance with the legislation of the Russian Federation for persons performing obligations that are the subject of the Agreement, including:
- Membership of the Contest Participant in a self-regulatory organization in the field of architectural and construction design;
- the Bidder has the right to prepare project documentation for contracts concluded using competitive methods for concluding contracts;
- correspondence of the level of responsibility of the Tenderer in the compensation fund for damages to the price of the Contract proposed by the Tender in the application for participation in the procurement;
- correspondence of the level of responsibility of the Tenderer for the compensation fund for contractual obligations to the price of the Contract proposed by the Tender in the application for participation in the procurement;
b) Bidder's not being winded-up and not being adjudged a bankrupt and no court-ordered bankruptcy proceedings started;
c) non-suspension of the Bidder's business activities in accordance with the procedure specified in Administrative Offences Code of the Russian Federation, as of the bid submission date;
d) submission of the information provided for in clause 5.1.4 of the tender documentation;
e) the Participant does not have arrears in taxes, fees, debts on other obligatory payments to the budgets of the budget system of the Russian Federation (except for the amounts for which a deferral, installment plan, investment tax credit is provided in accordance with the legislation of the Russian Federation on taxes and fees, which restructured in accordance with the legislation of the Russian Federation, according to which there is a court decision that has entered into legal force on the recognition of the applicant's obligation to pay these amounts oh and that deemed to be uncollectible in accordance with the legislation of the Russian Federation on taxes and fees) for the previous calendar year, the amount of which exceeds 25% (twenty five percent) of the book value of the Bidder's assets, according to the financial statements for the last reporting period. g) the absence of the Participant of the tender - an individual or the head, members of the collegial executive body or chief accountant of a legal entity - the Participant of the criminal record for crimes in the economic field (except for persons for whom such a criminal record has been canceled or removed), as well as non-application in relation to the specified individuals punishment in the form of deprivation of the right to occupy certain positions or engage in certain activities that are related to the supply of goods, performance of work, provision of services, I represent subject to ongoing procurement, and administrative punishment in the form of disqualification.

Contract award criteria:
A bidder whose Tender (final offer) meets the requirements established by this Tender documentation, and whose Tender (final offer) which, based on a comparison of Tenders (final bids) based on the evaluation criteria specified in the Tender documentation, contains the best conditions for fulfilling the Agreement.
Contract conclusion date:
An agreement on the results of the competition between the Customer and the Winner of the competition is concluded no earlier than 10 (Ten) days and no later than 20 (Twenty) days from the date of placement in the unified information system of the final protocol drawn up according to the results of the competition.
The contract shall be concluded in writing by executing a sinlge document signed by the parties.
