Requirements to the bidders:
Bidder can be any legal entity or individual entrepreneur. A winner will be selected from the Bidders offering the best contract performance conditions and complying with the following requirements:
a) compliance with the requirements of the Bidder, established in accordance with the Russian legislation to persons engaged in the performance of obligations, which are the subject of the Agreement;
b) Bidder's not being winded-up and not being adjudged a bankrupt and no court-ordered bankruptcy proceedings started;
c) non-suspension of the Bidder's business activities in accordance with the procedure specified in Administrative Offences Code of the Russian Federation, as of the bid submission date;
g) submission of information specified in clause 5.1.4 of the Tender Documentation.;
e) absence of arrears of taxes and other mandatory payments payable to any authority of the Russian budget system (except for the payments for which deferral, payment by installments or investments tax credit granted according to the Russian tax legislation and which are restructured under the Russian legislation, or for which there is an effective court decision recognizing the applicant's payment obligations fulfilled or the sums in question non-recoverable according to the Russian tax legislation) over the past calendar year, of which the amount exceeds twenty five per cent of the book value of the bidder's assets as stated in the accounting statements over the last reporting period. A Bidder shall be deemed complying with this requirement also in case a bidder has duly appealed against the said arrears and decision on such appeal has not been made yet as of bids examination date;
e) in the absence of the register of unfair suppliers (contractors, performers) information about the participants, including information about the founders, about the members of the collegial executive body, the person acting as the sole executive body of the Bidder - legal entity;

Contract award criteria:

Contract conclusion date:
The contract on the results of the contest between the customer and the winner of the competition is not earlier than 10 (ten) days and no later than twenty (20) days from the date of placement in a single information system of the final report issued by the results of the contest.
The contract shall be concluded in writing by executing a sinlge document signed by the parties.

- дата окончания оказания услуг – «31» декабря 2021 года, либо после предоставления Исполнителем Заказчику отчетов на максимальную общую стоимость услуг Исполнителя по Договору, указанную в пункте 2.1 Договора, в зависимости от того, что наступит раньше.
