Requirements to the bidders:
A Bidder may be any legal entity or individual entrepreneur. A winner will be selected from the Bidders offering the best contract performance conditions and complying with the following requirements:
а) Bidder's observing the requirements provided by the Russian legislation towards the persons providing the services constituting the subject of the contract, including those in terms of availability of a medical license issued by a competent Russian public authority and allowing to perform the following works (services):
• holding a medical examination (preemployment, regular);
• assessment of professional suitability;
b) Bidder's not being winded-up and not being adjudged a bankrupt and no court-ordered bankruptcy proceedings started;
c) non-suspension of the Bidder's business activities in accordance with the procedure specified in Administrative Offences Code of the Russian Federation, as of the bid submission date;
d) provision of the information specified in clause 5.1.4. Tender documents;
e) absence of arrears of taxes and other mandatory payments payable to any authority of the Russian budget system (except for the payments for which deferral, payment by installments or investments tax credit granted according to the Russian tax legislation and which are restructured under the Russian legislation, or for which there is an effective court decision recognizing the applicant's payment obligations fulfilled or the sums in question non-recoverable according to the Russian tax legislation) over the past calendar year, of which the amount exceeds twenty five per cent of the book value of the bidder's assets as stated in the accounting statements over the last reporting period. A Bidder shall be deemed complying with this requirement also in case a bidder has duly appealed against the said arrears and decision on such appeal has not been made yet as of bids examination date;
f) no record of the Bidder's (or, if the bidder is a legal entity, of its chief executive, a member of executive board or the chief accountant) conviction of economic crimes (except the persons whose conviction has already been spent or removed), as well as non-imposition of debarment from holding certain positions or to carry out certain types of activities, related to the supply a product, performance of work or provision of a service being a subject of the purchase, as well as non-imposition of administrative penalty in the form of disqualification;
g) no record of the Bidder in the register of mala fide suppliers (contractors), including the information about its founders, members of executive board, or the person being the sole executive body of the Bidder (in case the Bidder is a legal entity).

A Bidder, whose bid (finalized proposal) complies with the requirements of this Tender Documents and states the best contract performance conditions according to the results of bids comparison based on the evaluation criteria specified in Tender Documents.
Contract conclusion date:
The contract shall be concluded between the Buyer and the Winner not earlier than in 10 (ten) and not later than in 20 (twenty) days from placing the Final Report completed based on the bidding results into the Unified Information System.
The contract shall be concluded in writing by executing a sinlge document signed by the parties.
