Requirements to the bidders:
The tender participant can be any legal entity or individual entrepreneur. A winner will be selected from the Bidders offering the best contract performance conditions and complying with the following requirements:
a) compliance of the Bidder with the requirements established in accordance with the legislation of the Russian Federation for persons fulfilling obligations that are the subject of the Agreement, including the availability of a license issued by the authorized government body of the Russian Federation for medical activities in the areas of: preliminary and periodic medical examinations, examination of professional suitability;
b) failure to liquidate the Bidder - legal entity and the absence of a decision of the arbitral tribunal on declaring the Bidder - legal entity, individual entrepreneur bankrupt and on the opening of bankruptcy proceedings;
c) non-suspension of the Bidder's business activities in accordance with the procedure specified in Administrative Offences Code of the Russian Federation, as of the bid submission date;
d) presentation of the information provided for in clause 5.1.4 of the tender documentation;
e) absence of arrears of taxes and other mandatory payments payable to any authority of the Russian budget system (except for the payments for which deferral, payment by installments or investments tax credit granted according to the Russian tax legislation and which are restructured under the Russian legislation, or for which there is an effective court decision recognizing the applicant's payment obligations fulfilled or the sums in question non-recoverable according to the Russian tax legislation) over the past calendar year, of which the amount exceeds twenty five per cent of the book value of the bidder's assets as stated in the accounting statements over the last reporting period. A Bidder shall be deemed complying with this requirement also in case a bidder has duly appealed against the said arrears and decision on such appeal has not been made yet as of bids examination date;
f) the absence in the register of unscrupulous suppliers (contractors, performers) of information about the Bidder, including information about the founders, about the members of the collegial executive body, the person acting as the sole executive body of the Bidder - legal entity;
g) the absence of the Participant of the tender - an individual or from the head, members of the collegial executive body or chief accountant of the legal entity - the Participant of the criminal record for crimes in the economic sphere (except for persons for whom such a criminal record has been canceled or withdrawn), as well as non-use in relation to the specified individuals the punishment in the form of deprivation of the right to occupy certain positions or engage in certain activities that are related to the provision of services that are the subject of the procurement, and administrative punishment in the form of disqualification.

Contract award criteria:
A bidder whose Tender (final offer) meets the requirements established by this Tender documentation, and whose Tender (final offer) which, based on a comparison of Tenders (final bids) based on the evaluation criteria specified in the Tender documentation, contains the best conditions for fulfilling the Agreement.
Contract conclusion date:
An agreement on the results of the competition between the Customer and the Winner of the competition is concluded no earlier than 10 (Ten) days and no later than 20 (Twenty) days from the date of placement in the unified information system of the final protocol drawn up according to the results of the competition.
