Requirements to the bidders:
Any legal entity or individual entrepreneur can be a participant of the competition. A winner will be selected from the Bidders offering the best contract performance conditions and complying with the following requirements:
a) Compliance of the Participant to the requirements established in accordance with the legislation of the Russian Federation to persons performing the obligations that are subject to the Agreement, in the number; existence of a license issued by the authorized body of state power of the Russian Federation to carry out medical activities (except for the specified activity carried out by medical organizations and other organizations belonging to the private health system in the territory of the Skolkovo Innovation Center) in the provision of primary, including pre - medical, $ medical and specialized, health care: $
- in the provision of primary pre-medical care in outpatient conditions for: nursing;
- in the provision of primary medical care in outpatient conditions according to: therapy;
b) Bidder's not being winded-up and not being adjudged a bankrupt and no court-ordered bankruptcy proceedings started;
c) non-suspension of the Bidder's business activities in accordance with the procedure specified in Administrative Offences Code of the Russian Federation, as of the bid submission date;
d) submission of the information provided for in paragraph 5.1.4 of the competition documentation;
e) absence of arrears of taxes and other mandatory payments payable to any authority of the Russian budget system (except for the payments for which deferral, payment by installments or investments tax credit granted according to the Russian tax legislation and which are restructured under the Russian legislation, or for which there is an effective court decision recognizing the applicant's payment obligations fulfilled or the sums in question non-recoverable according to the Russian tax legislation) over the past calendar year, of which the amount exceeds twenty five per cent of the book value of the bidder's assets as stated in the accounting statements over the last reporting period. A Bidder shall be deemed complying with this requirement also in case a bidder has duly appealed against the said arrears and decision on such appeal has not been made yet as of bids examination date;
(e) The absence of information on the Contest Participant, including information on the founders, members of the Collegial Executive Body, in registers of unscrupulous suppliers (contractors, executors); the person acting as the sole executive body of the Participant of the competition — a legal entity;
g) the absence of the Participant - a natural person or the head, members of the collegial executive body or the chief accountant of the legal entity - the Participant of the criminal record contest for crimes in the sphere of the economy (except for persons whose criminal record has been extinguished or withdrawn), as well as the failure to impose on these individuals a penalty of deprivation of the right to occupy certain posts or to engage in certain activities related to the delivery of goods, performance of work, provision of services subject to the procurement and administrative punishment in the form of disqualification.

Contract award criteria:
The participant of the competition, whose tender (final offer) complies with the requirements established by this Competition Documentation and the tender (final offer) which, based on the results of the comparison of the Competitive Applications (final proposals) on the basis of the criteria specified in the Competition Documentation, contains the best conditions for the implementation of the Contract.
Contract conclusion date:
The contract on the results of the competition between the Customer and the Winner of the competition is concluded no earlier than 10 (Ten) days and no later than 20 (Twenty) days from the date of placement in the single information the system of the final protocol drawn up according to the results of the competition.
The contract shall be concluded in writing by executing a sinlge document signed by the parties.

Дата начала оказания Услуг определяется Сторонами в акте о начале оказания услуг, подписываемом Сторонами. Дата начала оказания Услуг должна наступить не ранее даты переоформления Исполнителем лицензии на осуществление медицинской деятельности по месту оказания Услуг, указанному в пункте 11 Извещения о проведении конкурса в электронной форме Конкурсной документации.
