Requirements to the bidders:
Any legal entity may be a participant in the tender. The bidders can claim the victory in the competition who have proposed the best conditions for the execution of the Agreement and meet the following requirements:
a) the compliance of the Bidder with the requirements established in accordance with the legislation of the Russian Federation for persons performing obligations that are the subject of the Agreement, including:
- for a private security company - the presence of a license for private security activities issued by the federal executive body authorized in the field of private security activities or its territorial body (in accordance with the requirements of the Law of the Russian Federation dated 11.03.1992 No. 2487-1 "On Private Detective and security activities in the Russian Federation ", providing the right to provide the following types of services: protection of objects and (or) property owned, owned, used, economic management, operational management or trust management, with the exception of objects and (or) property stipulated by clause 7 of part 3 of article 3 of the Law of the Russian Federation of March 11, 1992 No. 2487-1 "On private detective and security activities in the Russian Federation",
- for other participants - providing a copy of a document confirming the authority of a public authority or state enterprise to provide security services.
b) failure to liquidate the Tenderer - a legal entity and the absence of a decision of the arbitration court on declaring the Tenderer - a legal entity bankrupt and on the opening of a tender
c) non-suspension of the activities of the Bidder in the manner prescribed by the Code of the Russian Federation on Administrative Offenses, on the day of submission of the Bid;
d) submission of the information provided for in clause 5.1.4 of the tender documentation;
e) the Participant does not have arrears in taxes, fees, debts on other obligatory payments to the budgets of the budget system of the Russian Federation (except for the amounts for which deferral, installment plan, investment tax credit is provided in accordance with the legislation of the Russian Federation on taxes and fees, which restructured in accordance with the legislation of the Russian Federation, according to which there is a court decision that has entered into legal force on recognition of the applicant's obligation to pay these amounts fulfilled or which are recognized as hopeless to be collected in accordance with the legislation of the Russian Federation on taxes and fees) for the past calendar year, the amount of which exceeds 25% (Twenty-five percent) of the book value of the assets of the Bidder, according to the financial statements for the last reporting period. A tender participant shall be deemed to comply with the established requirement if he has filed an application to appeal against the specified arrears, arrears and a decision on such an application on the date of consideration of the application for participation in the determination of the supplier (contractor, contractor);
f) the absence in the register of unscrupulous suppliers (contractors, performers) of information about the Bidder, including information about the founders, about the members of the collegial executive body, the person acting as the sole executive body of the Bidder - legal entity;
g) the absence of the Participant of the tender - an individual or the head, members of the collegial executive body or chief accountant of a legal entity - the Participant of the criminal record for crimes in the economic field (except for persons for whom such a criminal record has been canceled or withdrawn), as well as non-use in relation to the specified individuals the punishment in the form of deprivation of the right to occupy certain positions or engage in certain activities that are related to the supply of goods, performance of work, the provision of services that are the subject of procurement, and administrative punishment in the form of disqualification.

Contract conclusion date:
An agreement on the results of the competition between the Customer and the Winner of the competition is concluded no earlier than 10 (Ten) days and no later than 20 (Twenty) days from the date of placement in the unified information system of the final protocol drawn up according to the results of the competition.
