Requirements to the bidders:
A legal entity can be a participant in the competition. Contestants who have offered the best conditions for the execution of the Agreement and meet the following requirements can pretend to win the competition:
a) compliance of the Bidder with the requirements established in accordance with the legislation of the Russian Federation for persons performing the performance of obligations that are the subject of the Agreement, including:
- for a private security organization - a license to carry out private security activities issued by the federal executive body authorized in the field of private security activities, or its territorial body in accordance with the requirements of the Law of the Russian Federation dated 11.03.1992 No. 2487-1 "On private detective and security activities in the Russian Federation ", which provides the right to provide services: the protection of facilities and (or) property, as well as the provision of intra-facility and access regimes at facilities for which there are mandatory requirements for anti-terrorist protection, with the exception of facilities provided for in part three Article 11 of the Law of the Russian Federation of 11.03.1992 No. 2487-1 "On private detective and security activities in the Russian Federation";
- for another organization that is not a private security organization - the availability of a document confirming the powers of a public authority or a state enterprise to provide security services;
b) failure to liquidate the Participant of the tender - a legal entity and the absence of a decision of the arbitration court on declaring the Participant in the tender - a legal entity bankrupt and on the opening of bankruptcy proceedings;
c) non-suspension of the activities of the Bidder in the manner prescribed by the Code of Administrative Offenses of the Russian Federation on the day of submission of the Bid;
d) submission of information provided for in clause 5.1.4 of the Tender Documentation;
e) the Participant of the Competition has no arrears in taxes, fees, arrears of other obligatory payments to the budgets of the budgetary system of the Russian Federation (except for the amounts for which a deferral, installment plan, investment tax credit are granted in accordance with the legislation of the Russian Federation on taxes and fees, which restructured in accordance with the legislation of the Russian Federation, according to which there is a court decision that has entered into legal force recognizing the applicant's obligation to pay these amounts as fulfilled or which are recognized as hopeless to be collected in accordance with the legislation of the Russian Federation on taxes and fees) for the past calendar year, the amount of which exceeds 25% (twenty five percent) of the book value of the Bidder's assets, according to the accounting statements for the last reporting period. A tender participant is considered to be in compliance with the established requirement if, in accordance with the established procedure, he has submitted an application for appealing against the specified arrears, arrears and the decision on such an application has not been made as of the date of consideration of the application for participation in determining the supplier (contractor, performer);
f) absence in the register of unscrupulous suppliers (contractors, performers) of information about the Bidder, including information about the founders, members of the collegial executive body, the person acting as the sole executive body of the Bidder - a legal entity;
g) the Participant of the Competition - an individual or the head, members of the collegial executive body or the chief accountant of a legal entity - the Participant of the Competition has no previous convictions for crimes in the economy (except for persons whose convictions have been canceled or canceled), as well as non-use of these individuals, punishment in the form of deprivation of the right to hold certain positions or engage in certain activities that are related to the supply of goods, the performance of work, the provision of services that are the object of the procurement, and an administrative penalty in the form of disqualification.

Contract award criteria:

Contract conclusion date:
The contract based on the results of the tender between the Customer and the Winner of the tender shall be concluded no earlier than 10 (Ten) days and no later than 20 (Twenty) days from the date of posting in the unified information system of the final protocol drawn up based on the results of the tender.
The contract is concluded in writing by drawing up one document signed by the parties.
