Requirements to the bidders:
Any legal entity or individual entrepreneur can be a participant of the contest. Applicants who have offered the best conditions for the execution of the Agreement and meet the following requirements can apply for the victory in the competition:
a) Compliance of the Contest Participant with the requirements established in accordance with the legislation of the Russian Federation to persons performing performance of obligations that are the subject of the Agreement;
b) failure to liquidate the Contest Participant — a legal entity and the absence of a decision of the arbitral tribunal on recognition of the Contest Participant — a legal entity, an individual entrepreneur bankrupt and opening of competitive proceedings; $
c) the non-suspension of the activities of the Contest Participant in the manner prescribed by the Code of Administrative Offences of the Russian Federation on the date of submission of the Contest;
d) submission of the information provided for in paragraph 5.1.4 of the tender documentation;
e) lack of arrears on taxes, fees, debts on other mandatory payments to the budgets of the budget system of the Russian Federation (except for amounts provided by deferral, installment, investment tax credit in accordance with the legislation of the Russian Federation on taxes and fees, which are restructured in accordance with the legislation of the Russian Federation Federations for which there is an enforceable court decision recognizing the applicant's obligation to pay these amounts fulfilled or which are found to be uncollectible in accordance with the the legislation of the Russian Federation on taxes and fees) for the past calendar year, the amount of which exceeds 25% (Twenty-five percent) of the book value of the Competitor's assets, according to accounting statements for the last reporting period. The participant of the contest is considered to meet the established requirement in case he/she has submitted an application for the appeal of these arrears, debts and a decision on such a the application on the date of consideration of the application for participation in the definition of the supplier (contractor, contractor) is not accepted;
e) absence in the register of unscrupulous suppliers (contractors, performers) of information about the Contest Participant, including information about founders, members of the collegial executive body, the person performing the functions of the sole executive body of the Contest Participant — a legal entity;
g) absence of a participant of the competition — an individual or a manager, members of a collegial executive body or chief accountant of a legal entity — a participant of the competition of criminal record for crimes in the sphere of economy (with the exception of persons whose criminal record has been extinguished or withdrawn), as well as failure to apply to such individuals punishment in the form of deprivation of the right to hold $ certain posts or activities related to the supply of goods, the performance of work, the provision of services subject to procurement and administrative $ Penalties of disqualification; $
h) the Participant's experience in providing similar Services for the last 5 (Five) years, the cost of which is not less than 20% (Twenty percent) of the initial (maximum) price of the Contract; concluded on the basis of the results of the competition.

Participant whose tender (final offer) meets the requirements established by this tender documentation and the tender (final offer) which, based on the results of comparison of bids (final proposals) on the basis of the evaluation criteria specified in the tender documentation, contains the best conditions for the performance of the Contract
Contract conclusion date:
The contract between the Customer and the Winner of the Contest shall be concluded not earlier than 10 (Ten) days and not later than 20 (Twenty) days from the date of placement in a single information system of the final protocol, drawn up on the results of the competition.
The contract is concluded in writing by drawing up one document signed by the parties.
