Обоснование: Представлена только одна заявка участника, при этом данная закупка, открытый запрос цен не является торгами (конкурсом или аукционом), и ее проведение не регулируется статьями 447-449 части первой Гражданского кодекса Российской Федерации, п.2 ст. 3 Федерального закона от 18.07.2011 № 223-ФЗ «О закупках товаров, работ, услуг отдельными видами юридических лиц». Данная процедура, открытый запрос цен также не является публичным конкурсом и не регулируется статьями 1057-1061 части второй Гражданского кодекса Российской Федерации. Организатор имеет право отказаться от всех полученных предложений (заявок) по любой причине или прекратить процедуру открытого запроса цен в любой момент, не неся при этом никакой ответственности перед Участниками.
