Requirements to the bidders:
Any legal entity or individual entrepreneur can participate in the competition. Contestants who have offered the best conditions for the execution of the Agreement and meet the following requirements can apply for the victory in the contest:
a) compliance of the Competition Participant with the requirements established in accordance with the legislation of the Russian Federation to persons performing the fulfillment of obligations that are the subject of the Agreement;
b) failure to liquidate the Bidder — a legal entity and the absence of a decision of the arbitral tribunal on the recognition of the Bidder — a legal entity, an individual entrepreneur bankrupt and on opening bankruptcy proceedings;
c) non-suspension of the activity of the Bidder in accordance with the procedure provided for by the Code of the Russian Federation on Administrative Offenses on the day of submission of the Competition Application;
d) submission of information provided for in clause 5.1.4 of the Tender Documentation;
e) no arrears on taxes, fees, debts on other obligatory payments to the budgets of the budget system of the Russian Federation (except for the amounts for which are provided deferment, installments, investment tax credit in accordance with the legislation of the Russian Federation on taxes and fees that are restructured in accordance with the legislation of the Russian Federation Federations for which there is a court decision that has entered into legal force recognizing the applicant's obligation to pay these amounts fulfilled or that are recognized as hopeless for recovery in accordance with the legislation of the Russian Federation on taxes and fees) for the past calendar year, the amount of which exceeds 25% (Twenty-five percent) of the book value of the assets of the Bidder, according to data accounting statements for the last reporting period. The bidder is considered to comply with the established requirement if he has filed an application in accordance with the established procedure for appealing the specified arrears, debts and a decision on such arrears the application as of the date of consideration of the application for participation in determining the supplier (contractor, contractor) has not been accepted;
f) lack of information about the Bidder in the register of unscrupulous suppliers provided for in Article 5 of Federal Law No. 223-FZ of July 18, 2011 "On Procurement of Goods, Works, Services by Certain types of legal entities" and (or) in the register of unscrupulous suppliers provided for by Federal Law No. 44-FZ of April 5, 2013 "On the contract system in the field of procurement of goods, works, services for ensuring state and municipal needs";
g) the absence of a criminal record for the participant of the competition - an individual or the head, members of the collegial executive body or the chief accountant of the legal entity - the Participant of the competition crimes in the economic sphere and (or) crimes provided for in articles 289, 290, 291, 291.1 of the Criminal Code of the Russian Federation (with the exception of persons from whom such a criminal record has been extinguished or removed) , as well as the failure to impose on these individuals a penalty in the form of deprivation of the right to hold certain positions or engage in certain activities that involve the supply of goods, performance of work, provision of services that are the subject of the purchase, and administrative punishment in the form of disqualification;
h) the absence of facts of bringing administrative responsibility for committing an administrative offense within 2 (Two) years prior to the submission of the application of the Contest Participant — a legal entity, provided for in Article 19.28 of the Code of the Russian Federation on Administrative Offenses.

Contract award criteria:
A bidder whose bid (final offer) meets the requirements established by this Tender Documentation, and the Tender Application (final offer) which, based on the results of comparing the Tender Applications (final proposals) on the basis of the evaluation criteria specified in the Tender Documentation, contains the best conditions for the execution of the Agreement.
Contract conclusion date:
According to the results of the tender, the agreement between the Customer and the Winner of the Competition is concluded no earlier than 10 (Ten) days and no later than 20 (Twenty) days from the date of posting in a single information the system of the final protocol drawn up according to the results of the competition.
The contract is concluded in writing by drawing up one document signed by the parties.
