Requirements to the bidders:
A tender may be any legal entity. The Participants of the competition who have proposed the best conditions for the execution of the Agreement and who meet the following requirements may claim victory in the competition:
a) the compliance of the Bidder with the requirements established in accordance with the legislation of the Russian Federation to persons performing the obligations that are the subject of the Agreement, including the presence of:
- a valid insurance license with the right to implement voluntary property insurance issued by the Central Bank of the Russian Federation;
- a valid license to work associated with the use of information constituting state secrets issued by the Federal Security Service of the Russian Federation;
b) failure to liquidate the Bidder - a legal entity and the absence of a decision of the arbitral tribunal to declare the Bidder - the legal entity bankrupt and to open a bankruptcy proceeding;
c) non-suspension of the activities of the Participant of the tender in the manner prescribed by the Code of Administrative Offenses of the Russian Federation on the day of submission of the Bid Application;
d) submission of information provided for in clause 5.1.4 of the Competitive documentation;
e) the Participant’s lack of tax arrears on taxes, fees, debts on other obligatory payments to the budgets of the budget system of the Russian Federation (except for the amounts for which deferment, installment payments have been granted, an investment tax credit in accordance with the legislation of the Russian Federation on taxes and fees, which restructured in accordance with the legislation of the Russian Federation, for which there is a valid court decision recognizing the applicant's obligation to pay these sums executed oh and that deemed to be uncollectible in accordance with the legislation of the Russian Federation on taxes and fees) for the previous calendar year, which exceeds 25% (twenty five percent) of the book value of the Bidder's assets, according to the financial statements for the last reporting period. A bidder is considered to comply with the established requirement if he has filed an application with the established procedure for appealing the specified arrears, debts and the decision on such an application was not made at the date of consideration of the application for participation in determining the supplier (contractor, performer);
f) the absence in the register of unscrupulous suppliers (contractors, performers) of information about the Bidder, including information about the founders, members of the collegial executive body, the person performing the functions of the sole executive body of the Bidder - a legal entity;
g) the absence of the head, members of the collegial executive body or the chief accountant of the legal entity - Participant of the competition; rights to occupy certain positions or engage in certain activities related to the supply of goods, the performance of work, the provision of services that are the subject of the procurement, and the administration nistrativnogo punishment in the form of disqualification.
