| Requirements to bidders: | 2.2.1. Требования к Участникам Переговоров
2.2.1.1. Участвовать в Переговорах может любое юридическое лицо или индивидуальный предприниматель, а также их объединения – консорциумы (простые товарищества), способные на законных основаниях выполнить требуемые работы. Дополнительные требования к субподрядчикам и порядку подтверждения их соответствия установленным требованиям приведены в п. 2.2.3. Дополнительные требования к коллективным участникам (консорциуму) и порядку подтверждения их соответствия установленным требованиям приведены в п.2.2.4.
2.2.1.2. Чтобы претендовать на победу в Переговорах и получение права заключить рамочное соглашение, Участник должен отвечать следующим требованиям:
a) должен обладать гражданской правоспособностью в полном объеме для заключения и исполнения Договоров (должен быть зарегистрирован в установленном порядке и иметь соответствующие действующие допуски выданные СРО на выполнение видов деятельности в рамках Договора);
b) не должен являться неплатежеспособным или банкротом, находиться в процессе ликвидации, на имущество Участника, в части существенной для договора, не должен быть наложен арест, экономическая деятельность Участника не должна быть приостановлена;
c) должен иметь за последний год не менее 10-ти завершенных проектов в части СМР и не менее 5-ти завершенных проектов в части ПИР, аналогичных по структуре и составу выполняемых работ требуемым в соответствии с предметом закупки. Участник должен предоставить не менее 3-х отзывов (рекомендаций) Заказчиков по ранее выполненным аналогичным работам;
d) не должен иметь рекламаций (отрицательного опыта) по исполнению ранее заключенных с ОАО «Ленэнерго» договорам, а также по заключенным договорам с иными заказчиками. Под отрицательным опытом понимается:
- наличие существенных замечаний Заказчика по составу и качеству выполнению работ, задержка устранения дефектов в работах и конструкциях (оборудовании, материалах, сетях и т.п.) и/или задержка возмещения расходов Заказчика на устранение указанных дефектов;
- несоблюдение сроков окончания работ и сдачи результата работ Заказчику, предусмотренных договором подряда;
- иные существенные нарушения условий заключенных договоров подряда;
е) должен иметь оборот, отраженный в документах бухгалтерской отчетности (стр. 010 формы № 2 «Отчет о прибылях и убытках»), за последний завершенный год не менее 5% от стоимости указанного общего объема работ по лоту. Кроме того, Участник должен доказать наличие у него возможности выполнения работ в т.ч. без авансовых платежей, с условием оплаты выполненных работ по факту приемки, т.е. участник должен представить данные о собственных оборотных средствах, либо информацию об открытых кредитных линиях и прочих возможных источниках финансирования в рамках выполнения договоров;
g) не должен иметь просроченной кредиторской задолженности перед Заказчиками по оказываемым услугам на момент проведения переговоров (стр. 190 формы № 2 «Отчет о прибылях и убытках»);
h) гарантийный срок на поставляемое оборудование должен составлять не менее 2-х лет;
i) должен обладать необходимыми профессиональными знаниями и опытом, управленческой компетентностью и репутацией, иметь ресурсные возможности,
а также должен соответствовать иным требованиям Закупочной документации |
