the organizer, by decision of the Purchasing Commission, has the right to cancel the competitive pre-selection at any time before the date and time of the deadline for submission of applications for participation in the purchase, without incurring any liability to Participants or third parties to whom such action may bring losses. All participants who have registered their participation in the competitive preliminary selection through the ETP will receive corresponding notices in the order established by the rules of this system. Upon expiry of the period of cancellation of the competitive purchase (date and time of expiry of the application period) and prior to the conclusion of the framework agreement, the organizer has the right to cancel the purchase only in case of force majeure in accordance with Civil law.
