1) Тип юридического лица: ООО (ИП не допускаются) с лицензией на осуществление транспортных перевозок, организованное не позднее 2013 года.
2) Наличие собственного подвижного состава: не менее 1 тепловоза.
3) Сертификация: ISO обязательно.
4) Страхование: сертификат на покрытие рисков потери груза в размере не менее 500 млн. руб.
5) Сертифицированный персонал с доступом ЭТРАН
