Comments: Rusagro Group of Companies LLC announces a preliminary qualification selection for the provision of technical audit services for the facility -
Ultramar Terminal, Ust-Luga. Purpose: on the basis of the received technical and commercial proposals, to analyze and evaluate suppliers for the possibility of their fulfillment and implementation of the terms of the Requirements Specification. 1. The commercial offer must be formalized on the letterhead and posted on the B2B E-Marketplace
2.The proposal must comply with the Terms of Reference and bidding documentation;
2. The validity period of the terms of the commercial offer is at least 60 days from the date of submission;
3. The cost of rendering the services offered must be indicated in Russian rubles without VAT, and also include all indirect costs
4. Proposals submitted in accordance with the requirements specified in the bidding documentation, as well as those uploaded before the bid deadline, may be accepted for consideration.
Based on the results of the preliminary qualification selection, the technical and commercial proposals of the Bidders will be analyzed and the final Requirements Specification will be formed for the purpose of the tender. Bidders of the pre-qualification selection will be invited to participate.
This request for a commercial offer is carried out in accordance with the Tender Regulations of the Tender Organizer as part of the procedure for requesting commercial offers, which (like the ongoing tender) It is not an offer, auction or tender and its holding is not regulated by Articles 447-449 of the Civil Code of the Russian Federation, and also is not a public tender and is not regulated by Articles 1057-1065 of the Civil Code of the Russian Federation.
Thus, this procedure for requesting proposals does not impose an appropriate amount of civil obligations on the customer. Procurement procedures are not regulated by the provisions of Federal Law No. 223-FZ of July 18, 2011 "On Call for Bidding of Goods, Works, and Services by Certain Types of Legal Entities", as well as the provisions of Federal Law No. 44-FZ of April 5, 2013 "On the Contract System in the Field of Call for Bidding of Goods, Works, and Services to Ensure Public and municipal needs".
