Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Comments: The request for proposals is carried out in two stages:
The first stage: provide the completed document "Technical part", as well as the documents specified in the file "List of documents". The technical proposal must be certified by the signature of the Head with a seal impression. The technical part must specify the list and composition of the work, it is not allowed to specify any information related to the commercial part (total cost, unit prices, payment terms, etc.).
The second stage: provide a completed document "Commercial part". The commercial offer must be certified by the signature of the Head with a seal impression. The commercial offer must strictly correspond to the data specified on the electronic platform. If there is a discrepancy between the data in the attached KP and the completed electronic form on the site, the electronic form takes precedence.
If necessary, separate documents of the technical and commercial parts of the TAP may duplicate each other, provided that such documents in the technical part of the TAP will be presented without specifying prices, and in the commercial part with prices. The technical and commercial proposal must strictly correspond to the data indicated on the electronic platform. If there is a discrepancy between the data in the attached TAP and the completed electronic form on the site, the electronic form takes precedence. In case of non-compliance with the above requirements, the TAP will be rejected.
It is also necessary to consider the standard form of the Contract (draft Contract). In case of disagreement with the proposed form of the Contract, a protocol of disagreement must be provided when submitting the application.
In case of providing false information, a potential service provider may be suspended from participating in the Procurement, and if the unreliability of the information provided is revealed after the conclusion of the Contract, such a Contract may be terminated. Prepayment will be a cut-off criterion when choosing a service provider in the procedure.
