This RFP procedure is not a tender and is not subject to Articles 447-449, Section 1 of the Civil Code of the Russian Federation; this procedure is also not a public tender and is not regulated by Articles 1057-1061, Section 2, of the Civil Code of the Russian Federation.
Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer. The attached Agreement is not a public offer, however, the terms of the Agreement will be binding on the winner of the auction.
