essential conditions for the execution of contract
On request of Offers
(1) Customer-developer-JSC "Dalenergobridge" (more than 50% will be owned by the Chukotka JSC)
(2) Source of financing – funds of the federal budget in the form of a grant to the Chukotka Autonomous Okrug for the implementation of budget investments, 50% from the attracted loans
(3) Requirements for the tender for which the final offers will be provided – according to the 223-FZ
(4) Tender Stage – preliminary qualification and monitoring of price offers. Acquaintance of market participants with requirements of the project, conditions of its realization. Obtaining explanations on construction conditions, potential contracts, etc.
Construction objects
(1) VL 220 kv Omsukchan-pp-Gerpeska, the first chain, ~ 741 km, the object is broken into:
a. Three linear lot lengths ~ 230-270 km
b. A substation facility located in the village of Omolun
(2) VL 220 kv Omsukchan – Ru Ust-Sredkanskaya hpp, ~ 244 km, the object is divided into:
a. Two linear lot lengths ~ 120-130 km
(3) RP 220 kv Omsukchan – one lot
Principal volume of responsibility of the customer
(1) Transfer of the project documentation and positive conclusions on the technical part and in the determination of the reliability of the estimated calculations
(2) Transfer of the building permit and the Act (s) of the land plot for construction
(3) Maintenance of the customer's construction control, including possible involvement of an independent engineer/construction control
(4) Interaction with the state construction supervision in the part of the formal relationship as a developer
(5) Attraction of the operating organization to participate in the volume accepted by the usual practice in commissioning, registration of tolerances Rostechnadzor for the period of the NDP and the period of operation
(6) Organization of formal procedures for the commissioning of capital construction objects, including
A) organization of technological connection of the object to the objects of adjacent network organizations (PJSC "Maganenergo")
b) carrying out of complex testing
b) Organization of final inspection of state construction control bodies
d) Organization of receiving the AIA
e) organization of obtaining a permit for commissioning
(7) Organization of acceptance of executed works, quality control of preparation of the executive documentation
(8) Payment of completed works
(9) control over the expenditure of funds in special accounts of the contractor, subcontractors under the extended banking control
Principal amount of liability of the contractor
(1) Development of working documentation and ensuring the issuance of its "in the production of works" by the person carrying out construction control
(2) Purchase of materials and equipment for construction of the facility in accordance with the project/working documents
(3) Attraction of subcontractors for specialized types of works/services in agreement with the customer, but not more than 30-40% of total volumes
(4) Delivery of materials and equipment to the construction site
(5) Mobilization of machinery, equipment and materials necessary for the conduct of construction
(6) Provision of construction production with all necessary equipment, including fuel, electricity, water
(7) Providing for the period of construction of temporary and/or mobile towns builders, providing the appropriate level of life workers, ITR (dining room, bath, kitchen, laundry, drying linen, medical cabinet, etc.)
(8) Execution of a full complex of construction and installation and commissioning works "turnkey" in accordance with the project documentation and the working documentation developed by the contractor, issued "in the production of works", not limited to:
A) development and, if necessary, registration in supervisory bodies of projects of production of works, ensuring registration in supervisory bodies of construction equipment, etc.
b) Preparation of the Territory, including cutting of the sieve
(b) Excavation and foundation works
d) Installation of structures, buildings/structures, supports, wires/threatening, grounding, etc.
e) Start-up and commissioning works
(e) Territory improvement and removal/disposal of construction debris
g) Payment of negative impact for the period of construction
h) obtaining the necessary permits. which are required for the production of works, technological connections, commissioning and/or ensuring their receipt by the customer-developer, including in the part of elimination of the issued comments by supervisory and regulatory bodies
Time
(1) Start
(a) January 2019 – signing of the contract and commencement of procurement of materials, mobilization of

(a) April 2021 – completion of construction work
b) July 2021-receipt of the AIA, approval of RTN for the period of operation, permission for commissioning
Acceptance of completed Works
(1) The signing of the COP-2, KS-3, drawn up on the basis of estimates, included in the consolidated-estimate calculation, received a positive conclusion of the "Glavgosexpertiza of Russia" on the reliability of its compilation
(2) Provision of a complete set of executive documentation
Payment Terms
(1) Opening by contractors, sub-contractors of the account (s) in the bank conducting the extended banking support
(3) Provision of a bank guarantee for the proper performance of the contract in the amount of 10% of its value
(4) Advance payment
A) First advance (January 2019) – 10% under irrevocable Bank guarantee until full repayment of advance payment
b) The second advance (April 2019, but not earlier the report on the target expenditure of the first advance) – 10% under Irrevocable Bank guarantee until the full repayment of the advance payment
(5) Payment of completed works: 20% in advance, 80% in cash
