Within the framework of the requested proposals, it is necessary to provide a Technical and Commercial Proposal according to the Terms of Reference.

The buyer is a commercial organization that does not fall under the
Federal Laws No. 94-FZ "On Placing Orders for the Supply of Goods, Performance
of Works, and Provision of Services for State and Municipal Needs" and No. 223-FZ "On Call for Bidding
of Goods, Works, and Services by Certain Types of Legal Entities."
All actions on request and receipt of commercial offers prior to the
signing of the contract are considered pre-contractual work and do not impose obligations on the buyer
exceeding the obligations listed in the posted terms
of the potential Call for Bidding."
