The procedure is two-stage:
stage 1 - prequalification;
Stage 2 – simplified request for commercial proposals among selected suppliers.
Those participants who have passed the preliminary qualification selection under this procedure will be invited to participate in the 2nd stage of the procurement procedure.

This prequalification is not a notice of bidding and is not a public offer. The organizer does not bear any obligations to the suppliers who took part in the request, including obligations to conclude any contracts with the persons who sent their proposals.
This prequalification is not an auction or a public tender within the meaning of Articles 447-449, 1057-1061 of the Civil Code of the Russian Federation.The Organizer reserves the right to extend and (or) change the date of consideration of Participants' proposals and summing up the results of the preliminary qualification selection.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
