Comments: Request for proposals is carried out on the electronic marketplace www.b2b-avia.ru (hereinafter - the system) in accordance with the rules and regulations acting in the system. Procurement commission has the right to reject all submitted applications, has the right to pronounce the winner RFP the supplier whose bid meets the requirements of documentation, but does not have a minimum price based on the evaluation criteria, as well as to refuse a request for proposals at any time, without explanation, without incurring any liability to suppliers, to whom such action can cause damage. Organizer of the purchase reserves the right to rebidding and (or) further price audio negotiations. Conditions and procedure of rebidding are set out in the RFP documentation.
1. Any legal person, as well as association of these persons that can legally perform the requested delivery of goods, can opsrticipate in theis procedure. To claim victory in the request for proposals and pretend to the right to sign the agreement, the participant all alone or joint participant shall meet the following requirements: - The participant must have the necessary professional knowledge, experience and managerial competence and reputation, have a resource potential (financial, material and technical, manufacturing, labor); - The participant must have legal capacity in full for the conclusion and execution of the agreement; - The Participant shall not be insolvent or bankrupt, be in the process of winding up, the property of the Participant shall not be seized in part, essential for the performance of the contract, economic activity of RFP participant shall not be suspended.2. Each document (the list of documents of the request for proposals is specified in the documentation), being part of the proposal must be signed by the person entitled in accordance with the legislation of the Russian Federation, to act on behalf of the Participant without the power of attorney or a duly authorized person on the basis of power of attorney (hereinafter - the authorized person). In the latter case, a certified copy of the power of attorney shall be attached to the proposal. 3. Each document included in the proposal must be signed and sealed by the Participant. 4. The submitted price offer must be signed by electronic signature with attachment of all documents. 5. All sums of money specified in the documents, included in the proposal, must be expressed in Russian rubles.
