Bidders can submit their proposals for certain lots of the call for bids, but necessarily for all the items within a selected lot

Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:by bank transfer at the exchange rate of the Central Bank of the Russian Federation on the date of payment within 10 (ten) business days from the date of signing the documents confirming the shipment
Delivery terms:Delivery time (period): within 3 (three) weeks from the date of signing the contract/specification for delivery. The term may be changed by agreement of the parties, taking into account the terms of equipment transits. The Supplier provides the Buyer with a tracking number for tracking the delivery within 5 business days after the Goods are shipped to the delivery city.

Comments:
Equipment requirement: the equipment must be new, not having operational experience, comply with state standards or specifications approved for this type of equipment, free from any rights of third parties, not mortgaged, banned or arrested, released into free circulation on the territory of the Russian Federation in compliance with all necessary customs procedures and payment of all the necessary customs payments during the customs clearance of the Goods.

Additional services: The price indicated in the Commercial Proposal should include delivery services to the office, including lifting to the floor (if necessary).

Supplier requirements:
1. Partnership status with Microsoft (during the vendor's presence in the Russian Federation), which allows the use of a GML sticker in the manufacture of devices - from the supplier or manufacturer from which the equipment is purchased.
2. Mandatory availability of external electronic document management (EDI)

Other things:
1. If there is a difference of less than 2% between the price offers, the Customer reserves the right to pre-emptively conclude an agreement with the Bidder who is the buyer of the Customer's insurance products.
2. A similar advantage will be provided when signing a declaration of intent fixing a bilateral partnership

It is allowed to submit equivalent requested equipment according to the stated requirements. The complete list of requirements for components is indicated on a separate sheet of the file "Feed format".
All substitutions, except for the specified options, must be agreed through the "Clarifications" service within the bid for E-Marketplace. Bids containing self-selected equivalents may be rejected
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
