This request for proposals procedure does not constitute an offer, solicitation of offer, acceptance of an offer or an invitation to tender, it is not governed by articles 447-449 of the Civil Code of the Russian Federation. This RFQ procedure is not a public tender and is not regulated by Articles 1057-1061 of Part 2 of the Civil Code of the Russian Federation.

The Customer shall not also bear an indemnity obligation to the Participants or the third parties for any losses related to their participation in this RFP procedure. Participant purchases, taking part in the request for proposals procedure confirms that he read and agree to these terms and conditions.
The organizer has the right to conduct phase 2 (peretorzhka) in case of unsatisfactory results in the first stage.
The winner will be recognized by the applicant's proposal offering the best conditions in accordance with the requirements and criteria of the procedure.

3. Condition of delivery and payment;
