Request for proposals is not a bargaining (contest, auction) in accordance with articles 447-449 of the Civil Code of the Russian Federation or public competition in accordance with articles 1057-1061 of the Civil Code of the Russian Federation, or other Regulated procurement procedures (procurement methods) stipulated by the legislation of the Russian Federation.

The organizer has the right to refuse from the request for proposals, as well as to complete the procedure of request for proposals without concluding a contract on its results at any time, and the organizer does not reimburse the participant expenses incurred by him in connection with the preparation and participation in the request for proposals procedure. Bidding organizer has the right to amend the Announcement and Documentation, as well to extend the period (date and/or time) for submission of Proposals.
