The Contest is not a Competition (a form of bidding) provided by Art. 447-449 of the Civil Code of the Russian Federation. The Contest is a Request for Proposals (invitation to make offers).

Procedure and conditions of participation

The announcement of the sale will be carried out in the form of electronic collection of commercial offers according to the Application Specification (Appendix №1) in accordance with the Technical Specification.

Place of the procedure — SET b2b-center.ru.

Participation in this procedure is gratuitous.

The announcement of the sale will be held from 05.05.2021 to 17.05.2021 until 12:00 (Moscow time) without a possible extension after the completion of the main time.

A prerequisite for participation in the procedure is to attach to b2b-center.ru the final proposal on the form of the application-specification (Appendix №1) following the procedure in strict accordance with filed bets on the site (certified by the signature of the responsible employee and the seal of the organization) indicating: prices for each lot in RUBLES excluding VAT 20% in PDF and Excel format. The sentence must necessarily end with the phrase:

1. We confirm the rates filed on behalf of GC/IP____________ in the procedure No. ___from_____.
In case of our victory in the Request for Proposals "_____________", payment under the Agreement will be made by transferring 100% of the advance payment, in the amount of the submitted offer on the site b2b without VAT. In addition, we will pay VAT in the amount of 20% in accordance with the legislative norms of the Tax Code of the Russian Federation.

Legislative rule:
Limited liability company located on the common system of taxation (such as us), that is, is VAT payer, all operations for the sale of goods, works, services, material and material rights, both in Russia and outside it, in independence, to whom material values are transferred, be it an LLC, an individual entrepreneur, other economic structure or charitable fund, occurs only with the allocation of VAT .The basis of Chapter 21 NC R.F.
There is an assumption about drawing up an account: When the provider of an organization that works without VAT is the organization paying VAT, the contract, the invoice for payment and shipping documents to the buyer's address ( invoice or deed) are issued with VAT.
In the relevant boxes and places of the text of the documents, the rates and amounts of tax that form the total final amount of the document are indicated. The VAT payer, required in accordance with paragraph 3 of Article 169 of the Tax Code of the Russian Federation during implementation, may, by written consent of the parties to the transaction, not issue this document for taxpayers, working without VAT (subp. 1 item 3 of Article 169 of the Tax Code of the Russian Federation).

The participant must attach:
• regulations certified by the signature of the responsible employee and the seal of the organization (Appendix №2 of documentation) by downloading documents on the ETP;
• completed questionnaire (Appendix No. 3 of documentation) in electronic format Excel and PDF (certified by the signature of the responsible employee and the seal of the organization) by uploading documents on ETP;
• counterparty card (Appendix No. 4 documentation) in electronic format Excel and PDF (certified by the signature of the responsible employee and the seal of the organization) by uploading documents on ETP;
• letter — consent to the willingness to sign the standard form of the contract (in free form on the company's letterhead) by downloading documents on the ETP;
• extract from the settlement account on the availability of the necessary funds for purchase.
• letter consent to payment terms in case of 100% prepayment:
"Prepayment of 100% for 5 (five) banking days before shipment of equipment, not later than 5 working days from the date of conclusion of the contract by means of non-cash transfer of funds to the settlement account X5.
In case of overdue payment of used equipment, violation of the period of export of used equipment X5 has the right to require the CA to pay a penalty in the amount of 0.1% of the cost of used equipment for each day of delay."

In case of application of advance payment, letter — consent to the willingness to sign the standard form of the contract with the attached new bank guarantee (in free form on the company letterhead) with consent to providing a bank guarantee*.
15. *The bank guarantee comes into force with the "____" ____ of 20__ year and is valid for "____" ___ 20__ year (hereinafter referred to as "Expiration Date") inclusive. If the Expiration Date falls on a non-working day in Russia at a five-day working week, the Expiration Date is the nearest, following working day.

Attendees are not allowed to adjust documentation forms (adding/deleting lines, wording).
