Comments:
1. Cost of works should include the complete complex of works, the cost of materials, materials delivery to the place of execution of the works, garbage disposal, etc.
2. This procedure the request for proposals is not a bid (competition or auction), and it is not governed by articles 447-449 of the first part of the Civil Code of the Russian Federation, as well as not governed by p. 2 art. 3 sees the Federal Law No. 223-FZ "on procurement of goods, works and services certain types of legal entities". This RFP procedure is not a public tender and is not subject to Articles 1057-1065, Part 2, of the Civil Code of the Russian Federation. Thus, this procedure for requesting proposals will not impose on the organiser of the request an appropriate level of civil obligations.
