2. Purpose of work:
2.1. To carry out the project of technical re-equipment of the pitch impregnation section with horizontal autoclaves, stages P and R. The project provides for the installation of an additional horizontal autoclave for impregnating electrode blanks
Place the autoclave in the existing building on axes 27 - 32, U - F.

3. The project should provide for:
3.1. Relocation and, if necessary, expansion of the existing compressor room;
3.2. Increasing the coverage area of the transport vehicle for loading autoclaves;
3.3. Installation of additional boilers for heating process pipelines and an autoclave;
3.4. Pitch storage capacity;
3.5. Vacuum station
3.6. Autoclave nitrogen supply system from the existing system;
3.7. Installation of an air cooling system BOT;
3.8. Calculation of sufficiency and, if necessary, redesign of the automatic fire extinguishing system.
3.9. Installation of an additional emergency discharge tank VOT.

4. Technological solutions and equipment.
4.1. Adopt "cold loading-cold unloading" impregnation of electrode products. The autoclave is loaded with blanks with a transport machine at a temperature of no more than 70 ℃. The autoclave with blanks is heated by passing through the tubes located inside and outside the autoclave, a high-temperature organic heat carrier (HOT) with an operating temperature of 290-300 ℃ (maximum temperature 340 ℃). At the end of heating, the temperature in the center of the workpiece should be at least 250 ℃. Then evacuation is carried out to a residual pressure of 10 mm Hg. Art., pouring pitch under vacuum, creating an overpressure of 2.21 MPa hydraulically using pitch pumps and a pressure vessel, holding under pressure, draining the pitch and cooling the autoclave using a BOT circulating through the air cooling unit. After cooling the autoclave to a temperature of 80 ℃, the autoclave lid is opened.
4.2. The autoclave must be similar in size and design to autoclaves No. 3 and 4, and work with the existing technological equipment and loading machine.
4.3. To implement the technological solution, both separate newly designed support systems and equipment are used, as well as existing systems and equipment, and reconstructed buildings and structures.
4.4. Piping of the installed autoclave with pipelines for feeding pitch, systems for supplying energy carriers.
4.5. The heating system of the main technological and auxiliary equipment, as well as the pitch supply pipelines, shall be performed using thermal oil. Heat the thermal oil in the newly designed boiler room using the BOT heater.
4.6. To complete the design of the cooling system for the main technological equipment.
4.7. Carry out a project for the transfer of local control panels for autoclave lids. Place the office in the existing control room.

5. Requirements for the automation of production processes.
5.1. All newly designed equipment, including measuring instruments and actuators, must be connected to the control system implemented on the basis of the Siemens S400 Profinet platform.
5.2. The existing system of information collection and control shall be equipped with the necessary additional equipment.
5.3. Develop new software for the controller and operator station.
5.4. The type of software purchased for the visualization system is PCS7.
5.5. Carry out docking, with the existing automatic process control system of horizontal autoclaves (Siemens S400 PN). Make the necessary adjustments to the existing APCS software for horizontal autoclaves - PCS7
5.6. The control system of the entire site should ensure the performance of the following functions:
5.6.1. Security system locks;
5.6.2. Signaling of warning and emergency readings of sensors included in the project;
5.6.3. Measurement of physical values of auxiliary processes;
5.6.4. Regulation of technological values by means of software regulators;
5.6.5. Software implementation of various cyclograms;
5.6.6. Managing the modes of process parameters, including ensuring the possibility of entering tasks and installations into the control systems;
5.6.7. Providing operational technological personnel with information about the operation of the installation in a form convenient for analysis and decision-making on timely changes in process modes. Preparation and storage of reporting data on the operation of the units of the installation and the issuance of shift reports indicating the technological parameters of the cycle. Archiving of all technological parameters of the process with the set resolution. Access to the archive. The archive is stored for 1 year.

6. Requirements for energy resources and characteristics of utilities.
6.1. Power supply quality requirement:
• The system must be operated around the clock;
• The quality of the supply networks should be carried out with alternating voltage 380 / 220V from a network with a dead-grounded neutral; (connection point from TP-42 on the plan);
6.2. Gas supply requirements:
• To provide gas supply, connect to the existing gas pipeline Ø133mm, P = 3.0 kgf / cm² (gas connection point on the plan);
6.3. Requirement for water supply, sewerage:
• Use the existing service water pipeline Ø57 and pressure P = 4.0 kgf / cm² (service water connection point on the plan);
• Use the existing fire and drinking water pipe Ø150mm with downsides Ø57, P = 4.0 kgf / cm² (connection point for Fire and drinking water on the plan);
• Connect to the existing drainage Ø100mm;
6.4. Air supply requirements:
• To carry out the project of transferring the compressor room with the addition of a compressor that meets the needs of the entire site;
• Pneumatic valves control: Р = 6.0 kgf / cm²;
• Generation of excess pressure in the autoclave, sealing the lid: at the outlet of the air collectors P = 25.0 kgf / cm²;
6.5. Nitrogen supply requirements:
• Design solutions to provide cylinder nitrogen P = 150 kgf / cm² for the cover seal reserve (nitrogen connection point on the plan);
• For technical needs, nitrogen P = 0.7 kgf / cm² from the existing system; (Nitrogen connection point on the plan);
6.6. Heated baking pipes:
• Ø 108mm (Peck connection point on the plan)
6.7. Emergency drain HERE:
• Implement a project for an additional independent emergency drain tank;
6.8. Vacuum:
• Provide P = 0.1 kgf / cm² from the newly designed vacuum station.

7. List and scope of project sections to be performed:
Development of design and technical documentation of the stage "P", "R", project support during the examination and in the management of ROSTEKHNADZOR, field supervision.
8. Requirements for the composition of project documentation:
8.1. Design documentation in terms of composition, volume and quality must meet the interests of the Customer and is developed in accordance with the current building codes and regulations, the norms of technological design of the Russian Federation and the technological regulations of the installation.
8.2. The design should be carried out taking into account the previously adopted design decisions and should contain the following sections:
8.3. Explanatory note (PZ);
8.4. Master plan "Situational plan";
8.5. Architectural solutions (AR);
8.6. Constructive and space-planning solutions
8.7. Information about engineering equipment, networks of engineering and technical support, a list of engineering and technical measures, the content of technological solutions (ITS) with subsections and verification calculations:
8.7.1. Power supply system;
8.7.2. Water supply and sewerage system;
8.7.3. Heating ventilation, air conditioning, heating networks;
8.7.4. Gas supply system;
8.7.5. Nitrogen supply system;
8.7.6. Air supply system, vacuum;
8.7.7. Technological solutions for the selection of equipment with the provision of questionnaires for the autoclave, pressure vessel, and other technological equipment;
8.7.8. Foundations and metal structures for technological and auxiliary equipment;
8.7.9. Lead communications;
8.7.10. Emergency and drainage drainage of thermal oil (BOT), taking into account the volume and time of drain;
8.7.11. Expansion of the transport vehicle;
8.8. Construction Management Project (PIC);
8.9. List of measures for environmental protection (EP);
8.10. Fire safety measures (PB). Carry out a verification calculation and, if necessary, carry out an automatic fire extinguishing project.
8.11. Working documentation and software (RD and software) for the control system with subsections:
8.11.1. Operator's manual.
8.11.2. Programmer's guide.
8.11.3. System Administrator's Guide.

8.12. Construction estimate.

The Contractor transfers to the Customer a set of design documentation in 3 copies
on paper and 2 copies on electronic media in pdf and dwg formats.

8. Requirements for the submitted proposals.
The contractor must indicate in the TCH the terms of work, the cost of work, as well as the terms of payment.

9.Design completion date - November 2021.

10. Acceptance.
Design and installation works are considered to have been completed in full after the "Parties" have signed the Acceptance Certificate for the work performed.

12. Requirements for the Contractor.
12.1. The contractor must have all the necessary production and human resources to carry out this work.
12.2. To clarify the conditions for the performance of work, familiarization with the object, obtaining additional ND and TD, the arrival of the Contractor's representatives to the Customer is required.
12.3. The contractor in his commercial offer indicates the procedure for payment for work and other conditions.
12.4. Work performed not of high quality should be redone at the expense of the Contractor and handed over to the Customer.
12.5. The Contractor must develop and agree with the Customer a linear timetable for the execution of work for all the necessary work - within a period not exceeding 15 calendar days after the announcement of the winner of the tender procedure.
12.6. SRO and special permits for certain types of design work are required.
12.7. The regulatory documents used in the design must be relevant and comply with the requirements of the regulations and legislation of the Russian Federation in the field of design activities.
12.8. The materials offered in the design documentation should be modern and as acceptable as possible in terms of price / quality ratio.
