Ranking of bids

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:The price indicated in the Annexes is final and includes all costs of the Contractor related to the manufacture of products (including the cost of materials), delivery of products and remuneration due to him.
In the commercial offer, it is necessary to reflect the cost of the Goods, taking into account 3 options for deferral:
Payment for work under the Contract is made by the Customer within 90/60/45 calendar days from the date of delivery of the Products.
In case of delay in the submission by the Contractor to the Customer or the Consignee of the documents specified in paragraph 5.2 of this TOR, the payment period provided for in this paragraph is increased by the number of days of such delay.
The Customer's payment obligations are considered fulfilled on the day of debiting funds from the Customer's current account.
The Contract is concluded for a period of 1 (One) year and comes into force from the moment of its signing by the Parties. The participant of the request for proposals undertakes to maintain the fixation of the proposed prices for 1 (one) calendar year, during the validity period of the Contract.
Delivery terms:3 variants of the frequency of deliveries are considered,
Option 1. Delivery every 2 months.
Option 2. Delivery every 2 months for TT of the West macro region
Delivery every 6 months for TT of the East macro region
Option 3. Delivery every quarter until the 5th of the first month of the quarter.
The Supplier undertakes to deliver the Products to the Customer at the address specified in the relevant Annex within 3 (three) working days, unless otherwise provided in the relevant Annex.
In the performance of services/ works under this Annex, the Contractor has the right to involve third parties. If third parties are involved in the production of Products, the Contractor is responsible for their actions as for his own.

In connection with the frequent cases of unjustified refusal of the submitted commercial offer / from the conclusion of a contract or a change in the offer price, a decision was made to change the rules for including Participants in procurement procedures in the stop list of Vinlab. In case of the first unjustified refusal – inclusion in the stop list for a period of 6 months, in case of repeated refusal - on a permanent basis.

Commercial offers of participants sent not in the form of a Winlab are not accepted for consideration.
Venue of bidding:This call for bids is held in electronic form on the e-marketplace of B2B-Center group (www.b2b-center.ru). Bids shall be submitted in the form of e-document.
