this procedure the request for proposals is not a bid (competition or auction), and it is not governed by articles 447-449 of the first part of the Civil Code of the Russian Federation, as well as not governed by p. 2 art. 3 sees the Federal Law No. 223-FZ "on procurement of goods, works and services certain types of legal entities". This procedure the request for proposals is not a public competition and is not governed by the articles of part two 1057-1061 of the Civil Code of the Russian Federation.
