This Open Request for Proposals procedure is also not a public tender and is not governed by Articles 1057-1061 of Part Two of the Civil Code of the Russian Federation. The Organizer has the right to refuse all received offers for any reason or to terminate the open request for proposals procedure at any time without incurring any liability to the Participants.
