this procedure the request for proposals is not a competition and it is not governed by articles 447-449 of the first part of the Civil Code of the Russian Federation. This procedure is also not public competition and is not governed by the articles of the CIVIL CODE, part two 1057-1061. Thus, this procedure for requesting proposals will not impose on the customer adequate civil legal liabilities. Procurement procedures of OJSC "fat plant" is not governed by the provisions of the Federal law dated July 18, 2011 No. 223-FZ "on procurement of goods, works and services certain types of legal entities, as well as the provisions of the Federal law of April 5, 2013 N 44-ФЗ "about the contract system in the area of procurement of goods, works and services for public and municipal needs.
