Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 30 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 30 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Comments:
An application for participation in the trading procedure on the electronic trading platform of the B2B-Center group (www.b2b-center.ru) must be submitted indicating the rate in rubles, while, without fail, attaching a quotation in the form of Appendix 1.
Commercial proposal template is provided in Attachment 1 to this RFP. Applications submitted to B2B-Center e-marketplace with no commercial proposal attached (in the form of Attachment 1), will not be considered.
