This request for proposals is not a tender and is not subject to Articles 447-449, Section 1 of the Civil Code of the Russian Federation. This procedure is also not a public tender and is not governed by Articles 1057-1061, Section 2, of the Civil Code of the Russian Federation. Thus, this request for proposals procedure does not impose on the customer an appropriate amount of civil obligations.
