2. Purpose of work
Scheduled inspection of relay protection devices (hereinafter referred to as REI) of outgoing lines, bushings, 10 kV section oil circuit breakers and 10 kV furnace transformers. High-voltage tests of cable lines of outgoing feeders. Work must be carried out in accordance with RD 153-34.3-35.613-00.
3. Deadline
Beginning of work April 1, 2020
Completion of work on December 31, 2020.
Electric power distribution devices of EPM - NEZ JSC have a constant operation mode. The ability to disconnect the outgoing lines, input, sectional switches and furnace transformers is agreed with the customer the day before the work is done, to prepare the workplace and transfer the load.
In case of failure of the outgoing 10 kV cable line as a result of high-voltage tests, preparation and transfer of the load will be impossible during the repair of the cable line and restoration of the normal power supply circuit.
4. The contents of the repair work
4.1. Check current relays for instantaneous cutoff and maximum current protection with independent time delay; measurement of insulation resistance by a megaohmmeter of operational, current circuits, signaling circuits and voltage; check the transformation coefficient and remove the magnetization curve of current transformers; verification of intermediate, indicating relays; time relay check; to measure the transition resistance and intrinsic time of switching on the oil switch; measurement of the operating voltage of the elements of the oil switch; carry out a primary current protection check, check the blocking of the main circuit breakers on the KP-10 input oil circuit breakers, check the BSK lock on the load at the KP-10 group oil circuit breakers, check the current protection circuits and the BSK-10 kV KP-10 interlocks.
4.2. Perform measurements of the insulation resistance of the windings of voltage transformers; measuring the transformation ratio of voltage transformers; checking voltage relays, intermediate and indicator relays of a 10 kV switchgear KP-10.
4.3. To test the insulation of power cable lines with a high DC voltage of a 10 kV KP-10 switchgear.
4.4. In addition to the specified tests and measurements on furnace transformers of units No. 1, 2, 3, 4, 5, 6, 7, 8 of checkpoint 3, check the instantaneous cut-off on the LV side, MTZ with an independent time delay on the LV side, gas protection based on the relay VG-50/100, thermosignalisation transformers thermosignalisation, distilled water pressure alarms, oil pressure alarms, wind protection SPB units, transformer oil level alarms, protection and interlock circuits of on-load tap-changers and ПБВ transformers ТЦНП 25000/10.
4.5. On furnace transformers No. 1, 2, 3, 4, 5 of checkpoint 2, check the instantaneous cut-off on the LV side, MTZ with an independent time delay on the LV side, gas protection of the transformer based on the RG-46-66 relay, thermal alarm and temperature protection transformer oil, distilled water duct signaling in rectifier blocks, distilled water temperature protection in rectifier blocks, protection and blocking of on-load tap-changer and ПБВ transformers ТДНП 16000/10.
4.6. On the basis of a set of preventive and remedial measures and tests of relay protection and automation devices, provide test reports of relay protection and automation equipment, protocols of high-voltage testing of cable lines and defective statements according to the identified observations.
4.7. Provide inspection and test reports in the form of technical reports for each RU-10 kV KP-10 and furnace units No. 1-8 KPP 3; furnace units 1-5 PPC 2, separately.

6 Requirements for the Contractor
5.1. The contractor must have the necessary production and human resources
to do this job.
5.3. The contractor in his commercial proposal indicates the payment procedure
and other conditions.
5.4. Certification of the head, engineers and industrial safety performers and
labor protection at the OSE according to Appendix No. 1.
5.5. Provision of health and safety measures, safe methods of production work at the facility.
5.6. After completion of work, the contractor transfers the executive
documentation according to RD-11-02-2006 dated 12/26/06. and other regulatory
documents.
Employees involved in the performance of work on the verification of occupational safety and health should have professional training corresponding to the nature of the work with a mark in a special certificate of training and exams in the certification commissions.
5.7. The contractor must arrive at EPM - NEZ JSC to get acquainted with the scope of work.
7 Work safety
When conducting work on the verification of RE&A, the contractor must comply with the following rules:
- labor protection rules for the operation of electrical installations;
- rules for the technical operation of electrical installations of consumers;
- safety rules for hazardous production facilities in which
lifting facilities are used;
- electrical installation rules;
- fire safety regulations;
Rules for maintenance of relay protection devices and electric automation of electric networks 0.4-35 kV RD 153-34.3-35.613-00;
- labor protection rules when working at height POT RM-012-200;
- the rules of environmental, sanitary and hygienic and other standards in force in the Russian Federation and to ensure safe working conditions for human life and health.
To perform the work, the contractor must undergo an introductory briefing. All work performed on the territory of EPM-NEZ JSC must be carried out in accordance with the provision "On the application of tolerance orders in the work of increased danger at EPM-NEZ JSC".
Appendix No. 1
The list of documents provided to the Department of Health and Safety for the execution of work orders - tolerances for the performance of work by contractors:
1. Copy of Certificate (SRO) for the right to perform this type of work.
2. A copy of the labor safety briefing from the briefing magazine.
3. POR, PPR or RTI (if required).
4. Copy of the protocol of certification of workers for labor protection.
5. Copies of certificates of certification of labor protection engineering and general industrial safety requirements. When performing work on gas, on vessels operating under pressure, using substation, in electrical installations, conducting hot work - copies of certificates for each type of work.
6. Medical admission staff.
7. Copies of certificates of gas electric welders, slingers, crane drivers, hoists (towers). For gas and electric welders - copies of certification protocols for fire-technical minimum.
8. Prior to completing the work permit, the Contractor must provide the Customer with the following documents: copies of documents confirming the existence of a labor protection service and / or labor protection specialist in the contracting organization (order for appointment to the position in the contracting organization, certification of a labor safety specialist) or the existence of a contract with an accredited organization in the field of labor protection services. All employees of the contracting organization, including managers, are required to undergo introductory training in the health and safety service (have a document proving their identity and age). When performing work, all employees must have certified clothing, shoes and other personal protective equipment necessary for this type of work works
9. In case of discrepancies in the information presented in the documents to the requirements of regulatory legal acts, the Customer has the right to initiate an audit by the OH&S service in matters of labor protection and industrial safety in the organization of the Contractor.
