The competition agreement between the Customer and the Winner of the competition is concluded no earlier than 10 (Ten) days and no later than 20 (Twenty) days from the date of placement in the single information system of the final protocol, drawn up on results of the competition.
Any legal person or individual entrepreneur can be a participant in the competition. Contestants who have offered the best conditions for the implementation of the Treaty and meet the following requirements can apply for the competition:

(a) Compliance with the requirements set by Russian law to those who comply with the obligations of the Treaty;

b) failure to liquidate the contestant - a legal entity and the absence of the decision of the arbitration court to recognize the contestant - a legal entity, an individual entrepreneur bankrupt and the opening of a competitive proceeding;

(c) Non-suspension of the contestant's activities in accordance with the Russian Federation Code of Administrative Offences on the day of the submission of the Tender Application;
