This competitive procedure upon the prior selection of the Contractor shall be directed in accordance with the Tender Rules of the Tender Organizer as part of the implementation of the Commercial Request Procedure proposals which (like the Contractor's pre-selection procedure itself) is not an offer, auction or competition and its conduct is not governed by Art. 447-449 Part 1 and 1057-1061 Part 2 of the GK RF.
Thus, this procedure does not impose an appropriate amount of civil obligations on the Organizer and reserves the right to refuse all the proposals received under any cause or terminate the selection procedure at any time without explanation, without incurring any responsibility to the Participants.$
To participate in the tender it is necessary to send the following package of documents through ETP www.b2b-center.ru:
1. Official letter of the potential supplier (the applicant) on the absence of circumstances preventing participation in the tender (FILLED ANNEX No. 3) .Consideration of applications without this annex does not provided.
2. Documents listed in Appendix No. 3 to this invitation (only those updated after accreditation)
Your offer must be at least 90 (ninety) days from the date of receipt of your offer. If a contract is concluded with your company during the term of the offer, the validity of your offer remains unchanged until the fulfillment of the obligations under the contract.
1. The tender organizer reserves the right to select several winners, divided at its discretion and without explanation among several potential suppliers participating in the competitive procedures.
2. Organization/documentation that does not conform to the requirements and forms specified in the notice, the Organizer has the right to reject without explanation and recognize this documentation and, accordingly, the Applicant does not to meet the requirements of this competitive procedure.
3. Visiting the object to familiarize with the scope of work MUST. It is necessary to visit the plant and meet with the representatives of the Customer, contacts are specified in the Technical Assets.
4. Competitive procedure involves directly bidding with filling in all additional bid fields. CLAIMS are being selected on the documentation provided. The offer must be uploaded before the end date of trading.
5. Prices must be stated excluding VAT and include all Contractor's expenses for the performance of the work, and the Contractor's remuneration.
6. Payment will be made in rubles after the expiration of 50 (fifty) calendar days on the first payment day of the Customer (working Monday and Wednesday) after the work and signing of the Acts of Reception and Transfer. If it is impossible to confirm the requested payment terms, please offer your own. Please note that any advance must be provided by the Bank Guarantee (not welcome). Standard penalties 2.5% per week. (see contract template - Annex No. 6)
7. The winner (s) of the tender shall be approved by the Chairman of the tender committee, based on the results of all aggregate factors (price, deferment of payment, availability/no advance, guarantee, standard Rusagro, the timing of the work, the absence of obstacles to the execution of the contract, quality and completeness of the provided documentation).
8. All bids for Rusagro counterparties for ETP B2B are free. No EDS is required at this time.
