Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

The submitted proposal within the framework of the preliminary stage must consist of a technical part, certified by the signature of the head with a stamp. It is also necessary to attach a file in editable format (Excel). In the technical part, a list and scope of work must be indicated, a training program must be attached and it is not allowed to indicate any information related to the commercial part (total cost, unit prices, payment terms, etc.).
The offer posted as part of the main stage must be certified by the signature of the manager with a stamp and contain the commercial conditions for the provision of services.
The offer must strictly comply with the data indicated on the electronic site. If there is a discrepancy between the data in the attached TP and the completed electronic form on the site, the electronic form has priority. In case of non-compliance with the above requirements, the TP will be rejected.
In case of providing false information, a potential service provider may be removed from participation in the Purchase, and if the inaccuracy of the information provided is revealed after the conclusion of the Agreement, such Agreement may be terminated.
The Company has the right to choose an Offer that does not have the lowest price, as well as accept or reject any Offer in whole or in part, as well as reject all Offers with or without explanation, as well as cancel the purchase at any stage, including after the selection of the Winner.
