Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

Comments:
1. The submitted technical and commercial proposal should consist of two parts, technical and commercial, certified by the signature of the head with a seal impression. The technical part must specify the list and composition of works and it is not allowed to specify any information related to the commercial part (total cost, unit prices, payment terms, etc.). If necessary, separate documents of the technical and commercial parts of the TAP may duplicate each other, provided that such documents in the technical part of the TAP will be presented without specifying prices, and in the commercial part with prices.

2. The technical and commercial proposal must strictly correspond to the data indicated on the electronic platform. If there is a discrepancy between the data in the attached TAP and the completed electronic form on the site, the electronic form takes precedence. In case of non-compliance with the above requirements, the TAP will be rejected.

3. It must be informed about the possibility of signing the Contract in the form of the Customer (attached).
The TAP must be issued in accordance with the Customer's form (attached).
The TCP must be provided with:
- a separate list of resources indicating the price, cost and TKR for each item and the total cost of materials;
- decoding the cost for each cost item of the estimate and provide a calculation of the contract price (calculation of the index).

4. JSC "Mikhailovsky GOK named after A.V. Varicheva uses electronic document management (EDO) with its partners and customers in the Diadoc system (http://www.diadoc.ru) of SKB Kontur company. Please note that, all other things being equal, preference may be given to a supplier using electronic document management systems (the form of the agreement is available in the procurement documentation).
