Bidding initiator has set a restriction on submission of a bid with a price which is higher than the price of the previous bid submitted by the bidder. Once the bid is submitted, the stated price can not be increased.

Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 10 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 10 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Mandatory conditions for participants:
1. Terms of payment - Advance payment - 30% of the total cost of work, Interim payment, minus the Guarantee deduction, in proportion to the percentage of work performed on the 31st (thirty-first) calendar day or the next working day, Final payment for the work actually performed, minus the previously paid Advance and Guarantee deduction, on 31 the (thirty-first) calendar day or the working day following it, if the 31st day is a day off, from the date of completion of the work in full.
2. Warranty - according to the model contract (attach), unless otherwise specified in the TOR (24 months)
3. Consent to the signing of the standard form of the contract (in the attachment)

Other requirements and explanations:
The requirement for participants is to work with JSC "Thunder" for more than 3 years. Participants must have a license of the Ministry of Emergency Situations to perform work on fire-retardant treatment of metal structures. Execution of works in accordance with the project documentation, code of projects 128/22-AC.1, 128/22-AC.2, 128/22-AC.3, 03-2023-OGZ. The work will be carried out at the existing facility without closing it to buyers.

Submission of price offers only in RUBLES.

EDS is not required

The bidder may repeatedly improve his price offer until the end of the submission of applications.
Affiliated (related) persons cannot participate in the procurement procedure at the same time.
Otherwise, it is considered as a restriction of competition and is the basis for the withdrawal from participation in the procurement procedure of all affiliated participants.
