This simple procurement procedure is not a competition, a public competition, its conduct is not governed by Articles 447–449 of the first part of the Civil Code of the Russian Federation, articles 1057-1065 of the second part of the Civil Code of the Russian Federation and accordingly does not impose on the Customer the corresponding amount of civil law obligations.
The customer has the right to refuse to conduct a simple procurement procedure at any of its stages, without incurring any liability to the Participants.
