Comments: This procedure for requesting proposals is not a competition, and its conduct is not governed by articles 447-449 of part one of the Civil Code of the Russian Federation. This RFP procedure is not a public tender and is not subject to Articles 1057-1065, Part 2, of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.
Open request for proposals with a closed application form (price proposals are hidden) The customer has the right to stage 2 stage (rebidding) in case of receiving an unsatisfactory result in the first stage. Not more than 30% of the participants offering the best prices will be allowed to participate in rebidding.
The customer also has the right to refuse to conduct a request for prices at any of the stages without bearing any material liability to the Participants.
The winner of the procedure will be the proposal of the bidder who proposed the Tender Committee's decision, the best conditions in accordance with the requirements and criteria of the procedure.
Contractors are required to fill in the qualification questionnaire in the form of OOO STM-Center, to provide all necessary documents.
Bid evaluation criteria:
1. The cost of the offer.
2. Terms of work.
3. Reputation of the company. Operational background.
4. Conformity of the subject of procurement to the requirements of OOO "STM-Center" for quality.
5. Agreement with the standard contract form of LLC "STM-Center".
The list of documents required for submission is mandatory (see attachment), including the Qualification Questionnaire of the participant in the form of OOO STM-Center (See Attachment).
