Comments:
this procedure of request for proposals is not a contest and its conduct is not regulated by articles 447-449 of the first Civil Code of the Russian Federation. This RFP procedure is not a public tender and is not subject to Articles 1057-1065, Part 2, of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.

Open request for proposals with a closed form of submission (price offers are hidden) the customer has the right to spend stage 2 (thereto) in case of obtaining an unsatisfactory result in the first Stage. Not more than 30% of the participants offering the best prices will be allowed to participate in rebidding.

The customer also has the right to refuse to request the prices at any stage, without carrying any material liability to the Participants.

The winner of the procedure will be recognized the offer of the applicant proposing by the decision of the tender committee, the best conditions in accordance with the requirements and criteria of the Procedure.

Contractor organizations are required to fill out a qualification form of LLC "stm-center", to provide all necessary documents.

Bid evaluation criteria:
1. Price of the Offer.
2. Conditions of work Execution.
3. Reputation of the Company. Operational background.
4. Conformity of the subject of purchase to the requirements of LLC "stm-center" on Quality.
5. Agreement with the standard form of the Contract LLC "stm-center".

The list of documents required for providing is mandatory (see attachment), including the qualification form of the participant in the form of LLC "stm-center" (see attachment).
