Comments:
this procedure of request for proposals is not a contest and it is not regulated by articles 447-449 of the first part of the Civil Code of the Russian Federation. This RFP procedure is not a public tender and is not subject to Articles 1057-1065, Part 2, of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.

Open request for proposals with closed form of submission (price offers are hidden) the customer has the right to conduct the 2nd stage (regrind) in case of getting unsatisfactory result in the first stage. Not more than 30% of the participants offering the best prices will be allowed to participate in rebidding.

The customer is also entitled to refuse to request prices at any stage without incurring any liability to the participants.

The winner of the procedure will be the proposal of the applicant who proposed by the decision of the Tender Committee, the best conditions in accordance with the requirements and criteria of the procedure.

From contracting organizations it is required to fill in the qualification questionnaire on the form of LLC "STM-center", to provide all necessary documents.

Bid evaluation criteria:
1. Price of the offer.
2. Conditions of work execution.
3. Reputation of the company. Operational background.
4. Correspondence of the subject of purchase to the requirements of LLC "STM-center" on quality.
5. Agreement with the standard form of the Contract LLC "STM-center".

The list of documents required for the provision is mandatory (see attachment), including the qualification form of the participant in the form of LLC "STM-center" (see Attachment).
