Comments:
This request for proposals procedure is not a tender, and its implementation is not regulated by Articles 447-449 of Part 1 of the Civil Code of the Russian Federation. This RFP procedure is not a public tender and is not subject to Articles 1057-1065, Part 2, of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.

Open request for proposals with a closed submission form (price offers are hidden) The customer has the right to conduct stage 2 (rebidding) in case of an unsatisfactory result at the first stage. Not more than 30% of the participants offering the best prices will be allowed to participate in rebidding.

The customer also has the right to refuse to conduct a request for prices at any of the stages, without incurring any financial liability to the Participants.

The winner of the procedure will be recognized the proposal of the applicant who has proposed, by the decision of the Tender Committee, the best conditions in accordance with the requirements and criteria of the procedure.

Contractors are required to fill out a qualification questionnaire in the form of STM-Center LLC, provide all the necessary documents.

Bid evaluation criteria:
1. Offer value.
2. Terms of work.
3. Company reputation. Operational background.
4. Compliance of the procurement subject with the quality requirements of STM-Center LLC.
5. Consent to the standard form of the contract of STM-Center LLC.

The list of documents required for submission is required (see attachment), including the Participant's Qualification Questionnaire in the form of LLC STM-Center (see attachment).
