The procedure is two-stage: stage 1 - prequalification, stage 2 - request for proposals.
Participants are required to fill out a qualification questionnaire in the form of OOO Glavstroy-SPb Specialized Builder, provide all the necessary documents. Participants' proposals shall be submitted in the form of an electronic document signed with the digital signature. Only those participants who have passed the preliminary qualification selection according to this procedure will be invited to participate in the 2nd stage of the procurement procedure.
This Prequalification is not a notice of bidding and is not a public offer, the Organizer does not bear any obligations to the suppliers who took part in the request, including the obligation to conclude any contracts with the persons who sent their offers.
This prequalification is not an auction or a public tender within the meaning of Art. 447-449,1057-1061 of the Civil Code of the Russian Federation. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer. The customer also has the right to refuse to carry out the procedure at any stage, without incurring any financial liability to the Participants. The organizer reserves the right to extend and (or) change the date of consideration of the proposals of the Participants and summing up the results of the preliminary qualification selection.
