The delivery contract is concluded between the supplier and LLC "Construction company MIS" - object "LCD Heroes", the city of Balashikha, mkr. Center-2).

The procedure is two-stage: stage 1 – prequalification selection, stage 2 - request for proposals.

This Preliminary Qualification Selection is not a Bid Notice about the Competitive Bidding Process and is not a public offer, the Organizer does not bear any obligations to the suppliers who participated in the request, including obligations to conclude any contracts with the persons who sent their proposals.
This preliminary qualification selection is not a competitive bidding process or a public tender within the meaning of Articles 447-449, 1057-1061 of the Civil Code of the Russian Federation. Thus, this procedure does not impose an appropriate amount of civil obligations on the Organizer. The customer also has the right to refuse to carry out the procedure at any stage, without incurring any material liability to the Bidders. The Organizer reserves the right to extend and (or) change the date of consideration of Bidders' proposals and summing up the results of the preliminary qualification selection.
