This Preliminary qualifying selection is not a bargaining or a public contest in the understanding of art. 447-449,1057-1061 OF THE RUSSIAN CIVIL CODE. Thus, this RFP procedure does not impose the corresponding amount of civil and legal obligations on the Customer.
The Organizer has the right to refuse the procedure at any stage, without incurring any liability to the Participants.
The Organizer reserves the right to extend and/or change the date of consideration of the proposals of the Participants and summing up the results of the preliminary qualification selection.
