Payment terms:
Advance payment is not provided, payment is made for actually completed works on the basis of certificates of delivery and acceptance of completed works, with a deferred payment of at least 30 (thirty) and no more than 40 (forty) calendar days.
The Customer is ready to consider alternative proposals of the Bidders (including several) regarding the order and timing of payment, which will be taken into account when comparing the proposals of the Bidders.
In case of application of an advance payment form for an amount equal to or exceeding 10 million rubles under the transaction, the Bidder is obliged to provide the Customer in the original on paper with an independent bank guarantee for the return of the advance payment for the amount of the advance payment (The draft independent guarantee for the return of the advance payment must be agreed with the Customer in advance).
Delivery terms:
The total duration of the work is no more than 90 calendar days from the date of conclusion of the contract, including:
Project work – no more than 30 calendar days from the date of conclusion of the contract
Finishing and installation works (including complete set and delivery) – no more than 60 calendar days from the date of conclusion of the contract.
Within 10 calendar days after the conclusion of the contract, the Contractor undertakes to coordinate with the Customer and with related Contractors the schedule of design and construction and installation works.
Comments: The Bidder of the procurement procedure must meet
the following requirements:
1. The absence of
lawsuits from the Bidder of the procurement
procedure for the amount of claims against the
latter exceeding 25% of the company's equity
(confirmed by the declaration of compliance with
the established requirements by filling in and
submitting the form "Declaration of the Bidder of
the procurement procedure on compliance with the
established requirements" as part of the bid for
participation);
2. Failure to liquidate the Bidder
of the procurement procedure - a legal entity and
the absence of an arbitration court decision on
the recognition of the Bidder Called for Bidding -
a legal entity or individual entrepreneur as
insolvent (bankrupt) and on the opening of
bankruptcy proceedings (confirmed by a declaration
of compliance with the established requirements by
filling in and submitting the form "Declaration of
the Bidder of the procurement procedure on
compliance with the established requirements" as
part of the bid for participation);
3.
Non-suspension of the activities of the Bidder of
the procurement procedure in accordance with the
procedure established by the Code of
Administrative Offences of the Russian Federation
as of the date of filing an bid for participation
in Calls for Bidding (confirmed by a declaration
of compliance with the established requirements by
filling out and submitting the form "Declaration
of the Bidder of the procurement procedure on
compliance with the established requirements" as
part of the bid);
4. The Bidder of the procurement
procedure does not have overdue arrears on accrued
taxes, insurance premiums, fees and other
mandatory payments to budgets of any level or
state extra-budgetary funds for the last completed
reporting period, the amount of which exceeds 25%
of the book value of the assets of the Bidder

7. The Bidder of the

individuals who are beneficiaries, the sole
executive body of the business company (director,
general director, managing director, president and
others), members of the collegial executive body
of a business company, the head (director, general
director) of an institution or unitary enterprise,
or other management bodies of legal entities -
Call for Bidding Bidders, with individuals,
including those registered as individual
entrepreneurs, - Call for Bidding Bidders, or are
close relatives (relatives in direct ascending and

11. The period of state
registration of the Bidder of the procurement
procedure before submitting an bid for
participation in the procurement procedure must be
at least 3 years
(36 months) (confirmed by
information from the Extract of the Unified State
Register of Legal Entities provided as part of the
bid for participation);
12. The Bidder must have
a special legal capacity in accordance with the
current legislation related to the implementation
of the types of activities provided for by the
Call for Bidding subject matter, including the
necessary licenses for the performance of works or
the provision of services, to the extent of the
work / services performed, namely, must have
membership in a self-regulatory organization (SRO)
of at least the 2nd level, required in accordance
with the Urban Planning Code of the Russian
Federation, giving the right to perform work on
the subject of the contract;
13. The Bidder must
make a mandatory visit to the work site before
submitting an bid for participation in the
procedure for evaluating technical solutions
(confirmed by the official letter of the Bidder
confirming the visit to the facility provided as
part of the bid for participation);
14. The
Bidder must confirm that the customer agrees to
withhold from all amounts payable for the work
performed under the contract a guarantee deduction
in the amount of 5% of the amount payable until
the signing of the final act under the contract
(the end of the warranty period). (confirmed by
agreement with the specified condition in the Bid
for participation in the procurement
procedure);
15. The Bidder must meet the
requirements for the Contractor established by
Section 2 of the Terms of Reference. (in case of
non-compliance with the requirements, your bid for
participation will be rejected).
16. In
substantiating the proposed cost of work, it is
mandatory to provide estimates made in accordance
with the requirements established by the Terms of
Reference (if estimates are not submitted, your
bid for participation will be rejected).
The
procurement procedure is an internal procedure for
the selection of Suppliers by the Company and
should not be considered as a competitive bidding
process in the sense of articles 447-449 of the
Civil Code of the Russian Federation, and also is
not a public tender, which is regulated by Chapter
57 of the Civil Code of the Russian
Federation.
LLC Sanatorium Zapolyarye reserves the
right at any time to refuse to continue conducting
this Procurement Procedure, to change the terms of
its conduct, as well as to refuse to conclude a
contract with a Supplier whose offer is recognized
as the best based on the results of the
procurement procedure.
At the same time, any
expenses related to participation in the
procurement procedure shall be borne by the Bidder
independently, the specified expenses will not be
reimbursed under any circumstances by Sanatorium
Zapolyarye LLC.
