Two-stage purchase procedure
The procedure is held in two stages. At Stage 1 the bidders need to upload the file with the proposal based on requirements specified in the documentation for prequalification of bidders. On the basis of received proposals the organizer makes decision on allowing to the bidders access to the next stage (Stage 2).

1. When submitting an bid, it is required to provide completed appendices to the request and pass:

2. In the technical part, it is not allowed to indicate any information related to the commercial part (total cost, unit rates, payment terms, etc.). If necessary, separate documents of the technical and commercial parts of the Technical and Commercial Proposal may duplicate each other, provided that such documents in the technical part of the Technical and Commercial Proposal will be presented without specifying prices, and in the commercial part with prices. The technical and commercial proposal must strictly correspond to the data indicated on the electronic platform. If the data in the attached Technical and Commercial Proposal and the completed electronic form on the site do not match, the electronic form takes precedence. In case of non-compliance with the above requirements, the Technical and Commercial Proposal will be rejected. Also, it is necessary to consider the standard form of the contract and in case of disagreement with the proposed form of the contract, when submitting an bid, it is necessary to provide a protocol of disagreement.

Please note that, all other things being equal, preference may be given to a supplier using electronic document management systems. In case of providing false information, a potential service provider may be suspended from participation in the Call for Bidding, and if the unreliability of the information provided is revealed after the conclusion of the Contract, such an Agreement may be terminated. The company has the right to choose an Offer that does not have the lowest cost.
